Since the plates are the property of “the State” or “this State”, and your possession of them, expired or not, leads to a “rebuttable presumption of residency”, which IS sufficient reason for the offending policy-man to pull you over, why don’t you just send the property of the STATE )CROWN), which includes all licenses, registrations, plates, etc BACK to them, along with a note telling them that the care has been removed from the STATE OF WASHINGTON?
Then, there is NO “rebuttable presumption of residency” and NO assumed jurisdiction. You are NOT in possession of STATE (CROWN) property, and the cop CANNOT legally tow your car (w/o plates, NO evidence the car is property of (“registered”) the STATE, and towing of the car is grand theft auto, AGGRAVATED ( idiot’s wearing a gun), which is 10 years-to-life in most STATES.
WITHOUT “rebuttable presumption of residency”, he cannot legally “arrest” you and transport you, as it is kidnapping, AGGRAVATED, false imprisonment, and a federal crime of tort, under TITLEs 18 and 42 of the US Code.
You might want to think about giving them their property back, removing ‘reasonable cause’ for them to assume an adhesion contract exists via the drivers license or registration ( because of the presence of the STATE’s plates)…..
idiot can’t use the plates to pull up the NAME that way, also, and NO NAME=NO JURISDICTION…..and it’s more fun to keep them guessing than let them have ANY LEGAL NAME to badger you with…….. ; )
